As we welcome in 2017, I want to wish you all a very happy and prosperous new year.  I have avoided writing Hibbard Highlites during the campaign season, but now that session is beginning to start,I will try to keep you updated on the activities in Topeka.

The 2017 session starts on January 9th with the swearing in ceremonies at 2:00 p.m. in the afternoon.  On Tuesday, January 10th at 5:00 p.m., we will hear from the governor at the State of the States address where he will outline his ideas on what needs to be done and how to do it.

I have been asked to join Representative Don Hineman of Dighton, Kansas, to appear once a month on WIBW radio.  This will be an early morning talk show called Ag Issues where we will discuss bills that pertain to the agricultural community.  Our first session will be Thursday, January 12th at 6:00 a.m.

I have been appointed to three committees for the next two years.  I will be on the Ag and Natural Resources Budget committee where I will serve as vice-chairman and work with Representative Don Schroeder of Hesston, who will chair the meetings.  I will also serve on the Ag committee and this will be my fifth year working with this group.

A new committee has been started this year called Water and Environment and I have been asked to serve on it.  There is a feeling across party lines that the water issues Kansas faces are serious.  Drought, erosion, and excessive usage pose long term threats to Kansas’ aquifers, reservoirs, and rivers.  Serving on these three committees will give me the opportunity to influence bills effecting the rural areas of which District 13 is most noted for.

The make up of the House will look a little different this year with 46 new members.  There will be 85 Republicans and 40 Democrats serving in the House.  Republicans lost 12 seats during the 2016 cycle.  The new members will be challenged to get up to speed quickly as there are many pressing issues facing this  legislature.  With a new Speaker Ron Ryckman Jr., a new Majority Leader in Don Hineman, and a new Speaker Pro-Tem in Scott Schwab, things will have a fresh look and hopefully a dedicated desire to solve the state’s financial problems.

I also will be in a different office this year.  I will still be on the fifth floor, but down the hall about four doors to the east for those of you who have been to see me in the past four years.  If I can be of help to you or answer any of your questions, please feel free to contact me.
